Minutes of the pre-Bid meeting held on 30 September 2008 at 11:30 AM in CCN for Tender SO/NITK/CCN/Tender/2008 for supply and commissioning of Campus Wide Networking Phase-II of NIT Kurukshetra

The List of vendors who attended the pre bid meeting is in Annexure-I
Various representatives of vendors raised certain general and specific queries which were considered by following committee members

Some of the vendors submitted their representation in writing and through e.mail, which were duly considered by the committee. After considering carefully the issues raised, following modifications are hereby made in the bid documents:-

Page No. 5/27 Schedule of  Requirements(SOR):

S.No.2 Distribution Switch : Brief description should be read as  Modular, expandable
design ,20 Port 1000X or more SFP switch with redundant power supply

Additional Requirement added at point No.9 Network Management software for managing CWN (I&II) compatible with unified generic manageable active components
and accordingly items at S.No.9  moved to 10, 10 to 11 and 11 to 12
 Therefore total  items  in SOR will be 12

Page No. 9/27 General Scope of work

 Bullet No2 may be read as: Supply, Install the network switches etc., and associated equipment as per solutions
Bullet No.6 May be treated as deleted which is added in Schedule of Requirements

Page No.10/27 Wireless LAN

May be read as Design to cover Institutional area, Residential Campus and Hostels.

Point 1 will be read as:    Ports    1x 10/100 Base T Management port, 1x DB 9, 2 x 10/100/1000 Base T, 1 x DB 9 serial console port for debugging

Added: Access points should be supplied with external outdoor antennae and mounting hardware (weather proof) for outdoor Wi-Fi connectivity in the campus.

Page No. 3/27  Point No. 9 may be read as

  1. 50% payment of the goods of S.No.1 to 8 of Schedule of Requirements will be made on receipt of goods and physical inspection jointly by vendor and NIT Kurukshetra or any agency appointed by Institute in the premises of Kurukshetra. In case the goods are rejected these have to be removed by the supplier at his own cost. The rejected goods must be replaced by the supplier within 15 days of the dispatch of registered notice intimating that goods have been rejected failing which the order may be cancelled and security forfeited
  2. The remaining 50% payment of goods and 100% payment for         laying work of the network system,  will be made after training and final acceptance certificate of system issued by NIT Kurukshetra.
  3. The AMC cost after warranty period shall be made in equal installments at the end of each quarter subject to satisfactory service rendered as per the rate quoted

Force Majeure
                The Supplier shall not be liable for forfeiture of its performance security, liquidated damages or termination for default, if and to the extent that, its delay in performance or other failure to perform its obligations under the Contract is the result of an event of Force Majeure. "Force Majeure" means an event beyond the control of the Supplier and not involving the Supplier's fault or negligence and not foreseeable.  Such events may include, but are not limited to, acts of the Purchaser either in its sovereign or contractual capacity, wars or revolutions, fires, floods, epidemics, quarantine restrictions and freight embargoes. If a Force Majeure situation arises, the Supplier shall promptly notify the Purchaser in writing of such conditions and the cause thereof. Unless otherwise directed by the Purchaser in writing, the Supplier shall continue to perform its obligations under the Contract as far as is reasonably practical, and shall seek all reasonable alternative means for performance not prevented by the Force Majeure event.
